The mission of the Regional Mobility Management program (RMM) is to connect people with accessible, reliable transportation so that they can fully participate in their communities.  The MOVRC has obtained funding through WV Department of Transit for this pilot program.

The key goal of the program is to identify gaps and barriers within the public transportation network that prevents individuals from using existing services. Once the gaps have been uncovered, we work with our partners within and adjacent to the region in the transportation and human services communities to find creative solutions. Essentially, we will create a one-stop shop where people can find transportation services that will meet their needs.

MOVRC will work closely with its member communities, state and federal agencies, transportation providers in WV and OH to coordinate plans to address issues regarding transportation and economic development on a regional basis. MOVRC provides a forum to foster communication and collaboration among its member communities in identifying and addressing these and other regional issues. 

MOVRC participated in the state funded Region V Coordinated Public Transit-Human Services Transportation Plan Updated produced by RLS Associates, Inc in June 2019. This plan identified several needs in the regional transportation network. MOVRC also has ESRI enterprise license which will allow mapping and survey resources that can aid in gathering data from and coordinating service providers among the region.

The MOVRC RMM will be a separately funded subset of the existing WWW-MPO program. The RMM meetings will be open to all and participation is welcomed and encouraged for all who are interested in improving transportation services and options for people of the region.

Statement of Work

  • Address community transportation challenges
  • Understand the unique transportation challenges faced by persons with disabilities, older adults, veterans, transitioning youth, low income individuals and those in recovery.

  • Work creatively and in collaboration with stakeholders.
  • Must develop understanding of local transportation systems and processes.
  • Liaise and collaborate with community stakeholder groups
  • Develop social media platforms
  • Develop programs enhancing technology
    • Trip planning
    • Wayfinding
    • To coordinate multiple service providers
  • Identify resources needed and develop grant applications
  • Participate with regional, multi-state and national forums and trainings

Program funded by WV Department of Transit for a twelve month year. Future of program will be determined upon successfully improving services in the region. Staff to be hired on one-year contract only with renewal option.

Staffing -1-person full time Salary $30,000/year with regular benefits available to MOVRC Full time staff.  

            KSA-able to effectively handle meetings with multiple stakeholder concerns, grant writing experience, understand the challenges and opportunities available with current transportation providers, ability to work outside the box and “sell” ideas and solutions.

Bachelor’s Degree in transportation, business, or related field. A combination of education, training and experience that results in demonstrated competency to perform the work may be substituted. Excellent verbal and written communication skills. Ability to coordinate multiple projects simultaneously. Detailed oriented. Possession of valid driver’s license and access to an insured vehicle for work-related travel.
